Value vs Expensive
Expensive proposals will try to mask themselves as value. The trick to distinguishing the difference is in the details! Make sure things that you wouldn't find on the cheap proposal are there. Make sure these details are all in writing on the quote and you should be safe.

Value is defined as relative worth or importance. If you believe a roof is an important purchase than you should look for value. If you would like your dollar to do it's absolute most for you than value is what you need.
This is a list of things that will be missing from a cheap quote: Alluminum colour matched drip edge, real Ice & Water membrane (make sure it is an adhesive type), deck protection or fiberglass felt (cheap quotes use tar paper or felt paper or non at all), ridge vent ( cheap quotes will re-use vents or add cheap vents, cheap vents allow wind driven rain and snow in the attic), reglet flashing, all new flashings,replacement skylights
